Honestly, I agreed with you at first. The voice seemed out of place and more than a little annoying. But the more I played the game (and the more I thought about it), the more it made sense.
Consider what Adam's been through: police officer, SWAT operator, an officer involved shooting (he didn't pull the trigger, but he was deeply involved), loss of his career, public smearing. He probably wouldn't be the brash, overconfident, somewhat naive character JC Denton was. He'd be more reserved, probably be less inclined to speak and, when he did, wouldn't be very chatty or boisterous. He's haunted, and you can hear it. But it's also a very intense voice. Quiet, but there's this undercurrent of "don't test me." He's angry, he's isolated, but he knows from personal experience that shouting and ranting isn't going to give him any results he wants. So he plays it quiet, cold anger rather than hot.
